What is the Pre-Review?

The Pre-Review is a critical, initial stage in the application workflow. Its primary function is to act as a "gatekeeper" to ensure applications are complete and accurate before they are distributed to departments for a full review.


Why is a Pre-Review Necessary?

The Pre-Review step is an essential step in the review process. It ensures a smoother and faster workflow by giving staff an initial opportunity to:

  • Check for Completeness: Ensure that all required documents, attachments, and data fields have been submitted.

  • Catch Errors: Identifying common mistakes such as:

    • Blurry or illegible image uploads.

    • Obvious data entry errors (e.g., incorrect addresses, mismatched names).

  • Save Time: Prevents departments from wasting time reviewing incomplete or flawed applications, allowing them to focus only on compliant submissions.

Who Should Perform the Pre-Review?

The Pre-Reviewer, or "Gatekeeper," should be the individual who is normally responsible for the initial processing and management of incoming applications.

Example: For business licensing, this would typically be the Business License Official.

  • Role Responsibilities: This person is responsible for communicating with the applicant and needs to be promptly notified when new applications are submitted.


Setting Up the Pre-Reviewer

To assign someone as the Pre-Reviewer/Gatekeeper in the system, you must designate them as the Notification Recipient within the application's form settings.
